And if the answer is "it helps people who don't really want an @debian.org address neither vote rights to have upload rights" then have you some numbers ? because it definitely has repercussions on NM, which are unclear and definitely questionable, and I would be quite surprised that the number of people we're talking about are even comparable to the number of people going through NM.
