Likely the source of your problems is that Raspberry Pi OS has DHCP enabled by default. It might have been done using Debian specific tools (ifupdown, i.e. /etc/network/interfaces or files under /etc/network/interfaces.d/), some other known tools (systemd-networkd, Network Manager, etc.), or their own concoction.
