Your link comes from a blog on the icann.org site.  Mine does not.

And you have to understand that a root server (or any server, for that matter) does not necessarily mean a single machine. There are things like hot backups and load balancers. Even though they are separate physical machines, they can have the same URL and are considered one server as far as outside access goes.

I can make you a great deal on tin foil hats.
