IANAL, etc. *but* IIRC, the German law says something along the lines of
"breaking an encryption that is technically effective is illegal". When
this law was passed libdvdcss was already in existence and therefore no
one ever 'broke' an effective encryption scheme, since the time that law
has been passed in Germany (and similar laws in EU).

The fact that the companies spend soooo much money on FUD campaigns,
while no one of those thousands alleged to break the law has been sued,
seems to support my claim.
