Where did you get this information? I don't think that it is illegal to
play a legally obtained copy of a DVD in Germany or within the EU [1].

[1] And I think that this explains why no-one has been reported to be
sued for it: it is not against the law!. (Despite the FUD launched by
companies with vested interests in increasing their sales.)
