Anyplace where there is a large group of young males who express a 
desire to kill Americans AND is unchecked by their government is a 
legitimate target.  It's the "unchecked by their government" which is 
the key.  Yes, we are inconsistent about who we went after first -- that 
is political reality.

I hear nothing actionable suggested.  In practice, this means ignoring 
the problem, or appeasement.

I agree: I believe the fundamental human urge is Will-To-Power; and most 
of the arguments offered serve primarily to put a different political 
party in power, *NOT* out of human charity and goodwill.

Okay, that's MY side.  Let me close by saying I believe you are sincere 
and I wish I could agree with you.
