If you want Debian to be the Linux flavor for professional
programmers then form a private club and remove the manifesto from
the website. If you want the Debian flavor to survive then I advise
you to consider the masses otherwise it'll be a project of you and a
thousand or so programmers.
Since the Debian list has hundreds of messages a day, it's not
reasonable to expect list members to keep track of what previous
message(s) you may have sent. In this message you ask for an answer to
your question, but you don't state your question. I have _no_ idea
what your question is.

I have the operating system installed but due to some
difficulties cannot seem able to install packages. At install when I
use apt it starts okay but then I get a configuration error in
configuring Binutils . . . . I can't read much anyway because the
less command is not available. apt-setup is not available either once
you boot into the operating system. Anyway there is no arch
directory. . . . I have CDs from a endor with a link on a Debian
wedsite. The bill for this copy is going into dispute for this and
other reasons. If you know of any solutions to this problem please
email me (or post them).

We have no control over adding/removing people from the list. Sign up at
http://www.debian.org/MailingLists/subscribe; scroll down to
"debian-user" and put a check in the check box. Then scroll down to the
bottom and enter your email address. In a few, you'll get an email
asking for confirmation; follow the instructions in that email.
Otherwise, you can always read the archives (a link is available on
www.debian.org).
As far as "apt-setup" goes, most of us just manually edit
/etc/apt/sources.list. I'm sure there is some sort of "apt-setup" (I
know there was at least once an "apt-cdrom" or somesuch), but I know
nothing about it.
As far as not having "less" installed, you can use "more" until it is
installed. Once apt is properly configured, you can "apt-get install
less" to get "less".
