I know, I'm way late kicking in on this, but as I've mentioned, I'm way
behind on messages (about 2800 presently) on this list. I looked up the
control messages issued for linux.debian.user, and officially, it is
moderated - having used it, I know that it isn't on numerous servers
(including Supernews,) allowing people to post to it and circulate
amongst news servers. However, IIRC, only a moderator can change the
newsgroup description of a moderated group.
