I looked up the control messages issued for linux.debian.user, and officially, it is moderated - having used it, I know that it isn't on numerous servers (including Supernews,) allowing people to post to it and circulate amongst news servers. However, IIRC, only a moderator can change the newsgroup description of a moderated group.
