This is a Good Thing, use su -m as a regular user instead.

Get a lilo prompt when LILO starts, type linux single and hit enter.
Or, shutdown now if you're logged in as root.  I think that's what
you're asking for.

Why would it?  Linuxconf is a RH-specific beast.  (Yeah, there's a
Debian port, but it doesn't seem to work as well as the RH
equivilent).
