You edit /etc/modules, not /etc/modules.conf

You just use an editor to modify the file, and you list the modules,
one per line, you want loaded when the system boots.

If you want to make modifications to /etc/modules.conf you actually
edit existing files (or create new files) in /etc/modutils. Then you
run update-modules. You should rarely have to do this, unless you want
very sophisticated changes (like when you use ide-scsi and want to
pre-load and post-load things in a certain order).
