Yes it would.  As I understand it "make menuconfig" implies "make
oldconfig".  YMMV, but it has always worked from me within same major
kernel versions (i.e 2.2.17->2.2.18 and 2.4.18->2.4.19).  From what I
understand, converting between different major numbers is unsupported at
best, and will not work at worst.  For example, I don't think kernel
writers try to make configurations between the 2.2 branch and the 2.4
branch work the same.
