/etc/environment is used by default. That's not the issue here. It sounds like you haven't generated your locale. Try:
dpkg-reconfigure localesmake sure to choose "de_DE@euro", and make either it or "C" default. I don't know if that choice does anything else than fixing /etc/environment, if it doesn't, it's enough to choose "Leave alone".
