I have no problems with my mouse on IRQ 12.  Do you actually have PS/2
mouse support compiled into your kernel?  In my 2.4.x kernel
configuration, it's under Character Devices/Mice.  Also, check to make
sure that your mouse is plugged in well.  It sounds stupid, but I've
spent hours before figuring out that piece of hardware just wasn't
plugged in.
