Actually, you don't need all those admin/editord/x11 etc. directories,
just  

ZIP/

   main/
        Packages.gz
        *.deb
   contrib/
        Packages.gz
        *.deb
   non-free/
        Packages.gz
        *.deb
*Make sure you have all those Pakages.gz files*
