Det enda jag kan tänka mig är att din
/usr/lib/python2.3/config/Makefile är på något vis kaputt. Jag förstår
inte varför det skulle göra någon skillnad mellan en ny installation
av sarge eller en dist-uppgradering eftersom python2.3 inte ens finns
i woody.
Testa att installera om python2.3-dev? Eller kolla i
/usr/lib/python2.3/config/Makefile och se vad CC-variabeln är satt
till.
