AFAIR it is not a "must". For TeX Live eg we don't have a
get-orig-source. But I describe how I create the .orig.tar.gz in
README.source.

Do whatever you find best, I don't see a reason do create a .orig.tar.gz
on demand, how you did it up to now.

You don't have to automate everything. At the end it is not a 10 times a
day thing that you update .orig.tar.gz. You can do that by hand. That is
what I am doing with all the packages. 

Take for example context. I have a script in svn/context/trunk/debian
that downloads the zip files, repackages them, and thats it. It is my
job after that to change the debian/changelog entry, but I do that by
hand. Not a big deal anyway.
