Actually I like the 'one package approach' as it is done by lmodern (or
mk-tex-fontpack), and this was no problem with X11R6, since the
dependencies of xutils were negligible, similar to tex-common. This has
changed with X11R7, though I haven't checked how large the dependencies
of xfonts-utils actually are. 

To me the question is whether or not the X task force can be convinced
to change their packaging in such a way, that packages can provide fonts
for X11R7 with only minimal dependencies. In that case, I would stay
with the 'one package approach'. If not, we should to change the
packaging of lmodern, which could then serve as example package. Of
course, lmodern has to do some tricks with old conffiles and stuff, so
maybe an entirely new package might make sense.
