I completely agree. Please include this file, no problem.

Hmm, that is a good question I really tried to answer to myself. It
really depends on *what* is needed. There is no general approach.

Example: cm-super fonts: the tfm files are taken from
texlive-latex-recommended or tetex-extra. So I have to depend on them. 

For other packages which onlyneed a basic latex system
	texlive-latex-base
Package which only need baic binaries (like pdf(e)tex, tex, mf, etc)
	texlive-base-bin
all other specialities have to be checked, unfortunately. There is no
straight forward way. I normally do it like this:
	tetex-bin | texlive-base-bin
	tetex-base | texlive-latex-recommended
I guess the latex-recommended pulls in enough parts.

Another option would be (one I write a script) taking all the files from
tetex and list which texlive packages they are in.
