Yes, or rather: Every user *can* have their own configuration, or use
the site-wide configuration set up by root.

Yes, if you've got your own stuff that needs more than mktexlsr, you
need to run update-* to enable it.
Does anybody feel like writing two paragraphs about this for
README.Debian?
