Well, one idea could be to place a collection of empty files into the
dpkg to get control over the files. They're replaced by the real
files in postinst. Problem is here that the md5sum of the files is
calculated incorrectly during pkg-build.
We could simply omit the calc of checksums. Another dirty hack could
be to install these files, let dh_md5sum do his job, then replace the
files by empty one and build the package (I assume here the file
generated by t1ctopfb are identical).
I guess it is a better idea to contact dpkg <at> packages.d.o about
that...

Sounds good, however it doesn't solve the problem above.
