Bug#87699: tetex-bin: Please don't. A "suggests" and possibly a warning on install is better

JU> I am hoping that you are getting my message. "Other
JU> packages are broken" is not a reason. tetex-bin broke it
    JU> in the first place.

No, *texi2html* broke things when it was split off into a separate
package. It's not the fault or the problem of the tetex
maintainers that people haven't fixed their packages.

That said, I'm happy to try to help fix the problem short of
putting bad dependencies into the tetex packages.

Is there some way we can find out about the problems the
autobuilders may or may not be having? Presumably if packages
with the wrong dependencies were being built they'd be breaking,
and the autobuilder admins would have noticed.

I'm also completely supportive of sending a message about this
problem to debian-devel-announce. Theoretically, at least, all
developers are on that list, and should get such a message.
