Yes, it is true.  But it seems (at least to me) general problem
that to find out sufficient Build-Depends is difficult.

I have an impression that you are too involved in something like
autobuilder (or pbuilder etc. etc....).

I hope you restrict arguments to the current particular issue.

I still can't see any good reason to set fake dependency to
tetex-bin.
