Well, I am not sure but don't you set 

export LD_PRELOAD=/usr/X11R6/lib/libXaw.so.6

or similar somewhere in your system?

In my system, xdvi seems to run with buttons but my xemacs (not
Debian package but made privately) needs to set LD_PRELOAD
as above so I do it.  Then if xdvi is called from shell mode of 
xemacs then buttons of xdvi are disappeared and two "x"s reveal
them.
