I noticed this too (tetex-bin 1.0.7+20000807-7, X 4.0.1-11). It seems
to start now in "expert" mode by default since typing "x" reveals the
buttons.
But adding "XDvi.expert:false" to .Xresources doesn't help. It still
starts up with no buttons, though it then takes two "x"s to reveal
them, which suggests it might be in beginner mode as desired, but not
showing the buttons.
