Yes, this would be great for Emdebian and alike.

This is what I had in mind. The thing I worry about is the "s" in
"formats". I doubt it is necessary to have more than one format. On the
other hand, we could make the user choose which formats (s)he wants via
debconf or something like that.

Sure. I do not know if that's possible in all widely used formats but
guess so.
