I think FOSDEM (https://www.fosdem.org) might be an appropriate
setting for a more software-oriented meeting than the RISC-V
foundation workshops.  During the informal RISC-V meeting at last
FOSDEM the participants had already been musing about applying for a
RISC-V devroom next year.

A short explanation for those who are not familiar with FOSDEM:
besides the so-called main-track programme (which is directly
organized by the FOSDEM orga team), FOSDEM offers rooms and technical
infrastructure (network, video beamer, recording equipment) for
community-organized topic-rooms, the so-called devrooms.  Projects or
individuals can apply for such a devroom and once the application has
been approved by the FOSDEM organizers, the applicant becomes the
coordinator for this particular devroom and runs a CfP for the
devroom's topic (via FOSDEM infrastructure), decides on the devroom
programme and supervises the devroom during the conference.  Similar
to the main-track events all events in the devrooms are recorded and
the videos are published by the FOSDEM organizers, so a devroom
schedule usually contains mainly talks/presentation.  For a more
"intimate" setting, timeslots in separate BoF-Rooms (without
recording) are available on request.
