(Broken memories speaking, don't trust that.)

I think the idea behind not auto-upgrading toolchain packages is that
one of them breaking can easily break *all* packages subsequently tried
in that chroot.

Usual suspect: libstdc++* which used to frequently go missing in action,
or version-mismatchy, which was quite painful.

ISTR that's what triggered the addition of the toolchain line in the
logs, before all packages installed in the chroot started being listed
in the logs.
