I think the idea behind not auto-upgrading toolchain packages is that one of them breaking can easily break *all* packages subsequently tried in that chroot. Usual suspect: libstdc++* which used to frequently go missing in action, or version-mismatchy, which was quite painful. ISTR that's what triggered the addition of the toolchain line in the logs, before all packages installed in the chroot started being listed in the logs. Mraw, KiBi.
