NMUed tseries (Was: Bug#896667: It is safe to assume that source only uploads will build against the r-api-3.5?)

Since tseries vanished from the list of to be rebuild packages and I was
running into an issue with r-cran-conting I simply rebuilt the package
in an NMU.  No changes other than adding a changelog entry.
