Ahhh, you are right, the page I linked to[1] was pointing to 2.0.1-2.  It is
strange that if you click on the changelog linked to at this page[2] you get


r-cran-pkgconfig (2.0.1-3) unstable; urgency=medium

  * Rebuild for R 3.5 transition
  * debhelper 11
  * Maintainer: Debian R Packages Maintainers <r-pkg-team@alioth-
    lists.debian.net>

So may be its a matter of waiting (I guess my binary uploads of
r-cran-pkgconfig and r-cran-pwt will not harm - I'll stop this now and
will simply wait ...)

I was just astonished when I was trying to build r-cran-hms and it was
telling me that it can't build since r-cran-pkgconfig would require
r-api-3.4.  Obviously I failed to remember "Don't panic". ;-)

At least I can now build r-cran-hms with the binary upload which is now
installed and when I stumble upon the next similar issue I know what to
do - just wait.
