I do think a regular QA-upload instead of a NMU is the correct thing
to do, ie. 1.0-24 instead of 1.0-23.3,

However there is a much nicer way to acknolegde the NMUs (closing the
bug) instead of "Acknowledge ...Closes:...":
* Acknowledge NMUs by using dpkg-buildpackage -v1.0-23
If you do this, you'll get a .changes file that contains the changelog
for all the versions >> 1.0-23 and 'Closes: ...' line for all the bugs
closed in these uploads. This will give the bug-submitters a more
useful message about how their bug was closed.
