No, the *intention* must have been to welcome him as a new official Debian Maintainer, but as I wrote, he was simply welcomed to the Debian project, implicitly as a new contributor.

What I repeated was not a proposal, but a question, which remains unanswered. Sorry for repeating myself again, but what would happen if, for example, I was to package something? Would I be "welcomed" to the Debian project?
