Which they might actually be doing.

otoh, if we had the policy of listing anybody who links to us, what
would we do when a company requests a listing, and the link back to
www.debian.org is in the context of "Well, we all know Debian sucks, so
we're going to help you migrating to Ubuntu for a fee - they at least
promise five years of security support"?
