Well, i just uploaded them, the dates on the servers are probably the local
date on whatever timezone the server is or something like that.

/me has some trouble understanding what this is about ...

Sure, all that have nothing to do with you, or with debian-powerpc@lists.debian.org.

My thought was that I expected to "see" a "Universal time" on the servers off "The Universal OS" a.k.a. Debian.

I don't know if  thats things are properly fixed in Debian Policy/FSH.
