I never had a USB-storage but USB-printer .....

 ....and what I had to do for USB-support with 2.2.19 was 

1. insert after the /proc - line in /etc/fstab the following:
    none  /proc/bus/usb   usbdevfs  defaults   0   0

2. mkdir /dev/usb      (probably optional)

3. mknod /dev/usb/usbzip c maj min 
    where usbzip or whatever you call it respectively have to call the
    device, and maj and min are major and minor numbers of the device,
    you have to look for in ther kernel-sources in the
    linux/Cocumewntation/device.txt.
