I should mention that the original version of p2c was a tar.Z.
I don't even recall if I have an uncompress on the machine. :)

There's also the issue of packaging from CVS, when one usually has to build
the tarball on their own.

IMHO we might just need to explicitely document the existing practice, not
change anything.
