Rubbish. This is analogous to the FSF advertizing the diff.gz
files out there that do not contain the GPL, but may contain full
text of a stand alone module (.el files are often labeled as such)
Indeed, I find no indication that Debian advertizes individual
debs for you to download on your non debian system. I am beginning to
find your continued reiteration of this theory quite irritating.
