Sorry, I really don't know which guide is the "correct" one.  I have noticed
that the nm.d.o site seems to support a DM workflow now, but maybe that's
not active.

Regardless, I'm pretty sure that the "advocate" stage is still required:

So if your DM application is "stalled", perhaps you need to prod DDs
directly familiar with your Debian work to advocate you?
