Erm, it seems we strongly agree. My suggestion is that some better means
be provided for applicants to educate themselves about what they will be
asked *before* they get into NM. Then there would be no excuse for the
applicant to take a long time to answer questions or to acquire new skills
*during* NM.

Stricter conditions for entering NM would be another part of the reform.
Demanding obviousness would be too much, but it wouldn't be unreasonable
to have an easily checkable list of prerequisites for having one's
application considered at all. To the application form you could add:
To be accepted as maintainers, applicants will be expected
to demonstrate the following knowledge and skills:
With applicants coming into NM better prepared it will be more reasonable
to expect that AMs do their work expeditiously too. And my suggestion
is to make this expectation concrete by means of a fixed time limit.
