The sponsorship is easier than WNPP. Either the bug is open not fixed,
someone is looking for a sponsor, or it isn't. :-)

As for the submitter not getting the offer, since the fake maintainer is
debian-mentors@lists.debian.org and since all sponsoree should be
subscribed there ... the problem can be mostly ignored.
