You could have the theme reccomend bootsplash. Reccomends need not be installed first. They state that the package can be installed without the reccomendations, but will likely not be useful without them.

Cyclical Dependencies always cause problems. Heck I'm wondering how dpkg allows any of the packages to be installed, because they depend on the pne which is not installed.

May I suggest this as a rule of thumb for dependencies:
It is a depencency if:
* It is required in the prinst, postinst, prerm etc.
* If it is an interpreter needed for running the program (java, python, perl, etc.)

Also If the package is a main package, it may depend on the data packages,
Data packages should not depend on the main package, but should reccomend it.

Otherwise it is probably a reccomends.
