Well, there is always the possibility either of the answers is wrong.

I tend to agree with Colin on this one: You should depend on packages
that your package directly need, even if those dependencies are already
fulfilled indirectly. As Colin noted, this indirect dependency could
disappear.

For this plugin situation however, if the nature of the plugin API
already implies java is needed by the main application, I can imagine an
argumentation why depending on java would be superfluous and maybe not
required. Having the dependency certainly isn't wrong though, and IMHO,
it's even required (the plugin requires java -> it should depend on
java).
