Reccomend - not mandate. If the modules have these tight dependencies
on the running kernel version, the maintainer can (and should) opt not
to follow that reccomandation.

However, in the case of more 'standalone' modules (ALSA was mentioned),
there shouldn't be any reason to depend on the exact kernel version.
