Hi. This is not a dichotomy but a "trichotomy" between "debmake",
"debhelper" or "none of them".
It seems that most people think that debhelper is "better" than debmake.
Other people think that helper packages like debmake or debhelper are
unneeded at all.
Some people (me, for example) think that helper packages are useful for
people who want to use them, but prefer not to use them for their own
In either case, please bear in mind that:
* The use of a helper package is not a replacement for reading the
packaging manual, the policy manual, etc.
* The "none of them" method does also exist (you can always copy the
debian/rules from the hello package, or preferably from a more up-to-date
package and change it to suit your needs).
