Re: Inquire of ECCN/LE of Debian 6.05



Dear Mr Aoki,

I send this e-mail in order to let you know the background of our request.  I write this in English.
We know Japanese regulations and can solve the issues of Japanese laws.

We needed the information in order to be subject to the US Export Administration Regulation.  
We are asked by a Japanese big company to confirm the ECCN of you product.
Please be informed the term of "Scope of the Export Administration, Part 734.2(b)".  
This is the reason we requested your information.

US regulation has very unique term called as 域外規制(Extraterritorial Control).
I am pretty sure that many US local companies are not familiar with this control because they located in US are not within the scope of this control.  

The US Export Control regulations mention as below,

"Scope of the Export Administration, Part 734.2(b)"

(4) Definition of reexport.
“Reexport”means an actual shipment or transmission of items subject to the EAR from one foreign
country to another foreign country; or release of technology or software subject to the EAR to a foreign national outside the United States, as described in paragraph (b)(5) of this section.

Your staff explained the current status therefore we could understand your product not have the certified ECCN.
