No, most likely even that would be fine. Since Debian packages are intended to be used with Debian, and Debian ships OpenSSL, third parties get to use the GPL's exception for things distributed with the operating system. [Debian, of course, can't use this because it doesn't apply if the binary is distributed with those things].
