the dhclient should be called by the
pcmcia substructure.
so, you should edit the /etc/pcmcia/network.opts file:

case "$ADDRESS" in
*,1,*,*)
# card in the first socket (0)
    PUMP="y" 
# OR: DHCP="y"
  ;;
esac

case "$ADDRESS" in
*,2,*,*)
# card in the second socket (1)

<put your static network setup here>
  ;;
esac
