You can do

% /etc/init.d/pcmcia restart

as root instead, that has the same effect.

As for the going away after a few seconds, I had the same problem
when I was setting up my net some two years ago. 
IIRC the dhcp client tested the link by sending a ping,
and as that didn't work it went down again.
I don't remeber how I fixed it, though.
