No. It does not mean out of memory. I have it too from time to time
on my laptop except I have 192MB of RAM and during those times top says
I have in the order of 80MB of cache and 40+MB of buffers. RAM is
available, RAM is plentiful, ... but htere's a kernel bug:

A Google search quickly gave me a link to:
   Bug#68471: VM: do_try_to_free_pages failed for...

Known problem, the VM subsystem is still being sorted out. Hopefully
the revised potato release will have a kernel with a better VM.

And Rik van Riel seems to be working on it as shown by:
http://mail.nl.linux.org/linux-mm/2000-05/msg00328.html
On my laptop I also see 20seconds, 30second long or more network
freezes: the laptop stops responding to even pings. I can still open it
and login on it but since I'm using it mostly other the network this is
very annoying.
Now I'm not entirely sure if this is related to the messages above
but if it is it could explain the problems you are having.

Now, I hope 2.2.18 comes out soon.
