Basically, what you need to do is:
1) pick a wml file (the one you want to translate) from
http://cvs.debian.org/webwml/english/?root=webwml
2) translate it adding the correct headers (take example
from
http://cvs.debian.org/webwml/arabic/index.wml?revision=1.31&root=webwml&view=markup
or
http://cvs.debian.org/webwml/arabic/News/index.wml?root=webwml&view=markup
for <div class="bidi">, title, translation-check...)
3) send it to the mailing-list so that people can review and
I can commit it.

When you get a bit more experienced, I'll ask your addition to the CVS
access list.
