Yes, it _does_ require manual override in kernel-img.conf to actually
_use_ a future ramdisk tool satisfied by the virtual dependency. And it
seems you even agree with me (what do you mean by "No"?).

If you install a non-default syslog daemon or MTA, then the switch is
taken care of by the packaging scripts. Same cannot be said if you
install a non-default ramdisk tool: You also need to spell out in
kernel-img.conf that you want to use your new tool.

A workaround would be for the alternative tool to divert one of the
existing paths but then multiple tools cannot be used on same system
for different kernels (without manual editing).
